Closed Feature: Suppress 0 For Associated Contents When Missing [16603]

Problem: Status bar reports 0 for associated contents when there may actually be contents
Fix: PR_ASSOC_CONTENT_COUNT is missing and we shouldn't assume 0. Assume ? instead. Reworked status bar code to accommodate strings.
