Closed Feature: Improve SetColumns Experience [16590]

Problem: SetColumns initial dialog is confusing
Fix: Eliminate it, push functionality to action buttons in the SetColumns main UI.
Problem: Invoking SetColumns dialog refreshes stuff even if you cancel
Fix: Reorder work in DoSetColumns to track if we actually need to refresh.
Comments: Fixed in December 2013 Release
